The Provincial Government of Zamboanga del Sur is set to implement a pioneering rural development initiative anchored on Wagyu cattle production, making it the first local government unit (LGU) in the country to adopt such a strategy.


The program was formally introduced during a two-hour briefing attended by key provincial officials, including Governor Divina Grace Yu, the Provincial Planning Officer, the Provincial Veterinarian, and the Provincial Agriculturist.

Also present during the briefing was former Governor Victor Yu, husband of the incumbent governor and a known advocate of agricultural development.


Under the Zamboanga del Sur Cattle Industry Development Program, the provincial government plans to establish a pilot farm that will initially house 60 heads of Wagyu breeder cattle imported from Australia.

The facility will serve as a demonstration and training site for modern cattle breeding, fattening, and livestock management practices.


The first phase of the program will also involve the development of sorghum farms, which will serve as a sustainable forage source for the cattle.


In the second phase, the program will expand through a breeding initiative targeting at least 500 heifers and 40 Wagyu bulls to increase the province’s Wagyu herd and support the long-term growth of the cattle industry.


Local farming families will be trained at the pilot farm and later integrated into the program. Their calf production will be purchased by the LGU Economic Enterprise, ensuring a stable market for participating farmers while strengthening the province’s livestock sector.


The third phase will focus on the establishment of a modern abattoir and cold storage facility to support the production of high-value Halal-certified Wagyu beef, opening opportunities for both domestic and export markets.


Provincial officials highlighted the initiative as an example of how local governments can efficiently implement rural development programs.


They noted that while national agencies often require several years to initiate new programs due to bureaucratic procedures, local governments can act more quickly when there is strong political will and coordinated decision-making.


The proposed program will move forward once it receives approval from the Sangguniang Panlalawigan, the province’s legislative body.


Officials said the initiative aims not only to develop a premium cattle industry but also to generate livelihood opportunities, strengthen the agricultural economy, and improve the income of farming communities in Zamboanga del Sur.
