President Ferdinand R. Marcos Jr. on Thursday, September 4, 2025, signed into law Republic Act No. 12253, or the Enhanced Fiscal Regime for Large-Scale Metallic Mining Act, marking what officials described as a “new era” in mining governance in the Philippines.

The landmark legislation restructures the system of royalties and taxes collected from large-scale metallic mining operations, with provisions designed to prevent tax avoidance and ensure that revenues are transparently monitored and equitably shared with local communities.

Senate President Francis “Chiz” Escudero, who witnessed the ceremonial signing at Malacañang, said the law represents a balance between fostering economic growth and safeguarding public accountability. He was joined by Senate Majority Leader Joel Villanueva and Deputy Majority Leader Joseph Victor “JV” Ejercito, underscoring the Senate’s collective backing for the reform.

Speaker Martin Romualdez and leaders of the House of Representatives, along with members of the Cabinet, were also present during the ceremony. Officials said the measure is expected to boost government revenues, strengthen regulation of the mining sector, and create more sustainable benefits for local communities affected by mining operations.
