PH to Impose 12% VAT on Digital Services Starting June 1

Online users across the country, including thousands in Mindanao, are advised to prepare for the implementation of a 12% Value Added Tax (VAT) on digital services beginning June 1, 2025.

This move by the national government aims to modernize tax collection by covering digital platforms and services widely used by Filipinos — a step seen as aligning with global taxation practices.

Under this new policy, foreign and local providers of digital services will be required to collect VAT on purchases made by Philippine-based consumers. Affected services include:

  • Video and music streaming platforms (e.g., Netflix, Spotify)

  • Online marketplaces and e-commerce apps

  • Cloud-based tools and work platforms such as file storage, graphic design software, and video conferencing apps

  • Digital advertising services, including those offered through social media platforms

This means consumers and businesses in Mindanao and whole country from content creators to online sellers can expect minor price increases in their digital transactions.

However, platforms providing educational content and financial services are exempt from the tax for now, according to the Bureau of Internal Revenue (BIR).

The Department of Finance said the new VAT rule is expected to generate significant revenues for public services while leveling the playing field between traditional and digital service providers.

Still, many users, particularly freelancers, small entrepreneurs, and students who rely heavily on affordable digital tools, are voicing concerns over the impact of the added cost.

As implementation nears, the BIR is urging digital service providers to comply with registration requirements to avoid penalties.
