Senate President Pro Tempore Panfilo “Ping” Lacson has exposed that five former officials of the Department of Public Works and Highways (DPWH) Bulacan 1st District Engineering Office collectively lost more than ₱950 million in various casinos across Metro Manila, Cebu, and Pampanga.

According to Lacson, the group dismissed District Engineer Henry Alcantara, along with Assistant Engineers Brice Hernandez, Jaypee Mendoza, Arjay Domasig, and Edrick San Diego—were infamously known as the “BGC Boys” or the Bulacan Group of Contractors. The office they once headed had earlier been linked to alleged ghost projects and anomalies in flood control programs.

Lacson said the five often used aliases and fictitious names when gambling. Based on data his office obtained, the group engaged in highly suspicious money movements, raising red flags of possible money laundering.

He explained their alleged scheme: bringing millions of pesos in cash to casinos, converting them into chips, briefly playing, then cashing out to receive checks. When deposited, the funds would appear as casino winnings, effectively laundering the money.

From August 2023 to April 2024, the group reportedly won a combined ₱533 million at Newport World Resorts alone:

Henry Alcantara – ₱4,707,106

Brice Ericson Hernandez – ₱189,068,665

Jaypee Mendoza – ₱320,106,072

Arjay Domasig – ₱7,379,485

Edrick San Diego – ₱11,798,050

Lacson further revealed that between 2023 and 2025, the group’s “cash-to-chips” transactions reached billions of pesos, underscoring the scale of their gambling and potential financial crimes.

The senator confirmed that his office has already submitted the names and aliases of the so-called “BGC Boys” to the Anti-Money Laundering Council (AMLC) for a full investigation.
