The Office of the Ombudsman is set to file criminal and malversation charges before the Regional Trial Court in Digos City against St. Timothy Construction Corporation representatives Sarah Discaya and Maria Roma Angeline Remando, along with eight officials of the Department of Public Works and Highways (DPWH) Davao Occidental District Engineering Office.

The charges stem from an alleged ₱96.5-million ghost flood control project in Barangay Kulaman, Jose Abad Santos, Davao Occidental. According to the Ombudsman, the respondents purportedly facilitated the release of the project’s full budget despite zero actual construction on the ground.

Assistant Ombudsman Mico Clavano said inspections and testimonies from local residents confirmed that no flood control structures were ever built, indicating a conspiracy to defraud the government.

In connection with the case, the eight DPWH officials have been placed under a six-month preventive suspension pending further proceedings.

The Ombudsman emphasized that the investigation is part of its ongoing efforts to curb corruption in infrastructure projects nationwide.
