MANILA, Philippines — Outgoing Philippine National Police (PNP) Chief General Rommel Francisco Marbil has lauded his successor, Major General Nicolas Torre III, highlighting the latter’s competence and proven track record in law enforcement as reasons for his appointment to the top PNP post.

In a heartfelt message during the change of command ceremony, Gen. Marbil openly acknowledged that Maj. Gen. Torre is “more qualified” than himself to lead the country’s 228,000-strong police force. He cited Torre’s impressive credentials and operational successes, particularly his leadership in high-profile cases that captured national attention.

Among the notable operations led by Maj. Gen. Torre as head of the Criminal Investigation and Detection Group (CIDG) were the search and arrest efforts against controversial televangelist Apollo Quiboloy in Davao City, and the serving of an arrest warrant to former President Rodrigo Duterte both considered sensitive and high-stakes missions requiring exceptional coordination, discretion, and courage.

“General Torre’s promotion is not simply based on these prominent cases,” Marbil emphasized. “His leadership skills, commitment to service, and dedication to police reform have set him apart. He is the right person to take the PNP into a new chapter.”

Marbil also encouraged Torre to continue pushing for reforms within the police force and to address institutional gaps that remain from his administration. He admitted facing several legal challenges upon his retirement, including criticisms related to the handling of the Duterte case, but expressed no regret.

“As public servants, especially in law enforcement, criticism comes with the uniform,” Marbil said. “What matters is that we perform our duties with integrity and without fear or favor.”

Gen. Torre is expected to bring a fresh and reform-oriented approach to the PNP, as the organization continues its internal transformation and battles issues of corruption, criminality, and public trust.

His appointment has drawn praise from various sectors, with many viewing his rise to the top post as a step forward in restoring credibility and professionalism within the police force.

As Torre assumes command, eyes are on how his leadership will steer the PNP through the challenges of modern policing, human rights concerns, and the complex landscape of peace and order in the Philippines.
