House Speaker Expresses Full Support for Creation of Independent Infrastructure Commission

House Speaker Martin Romualdez has expressed his full support for Executive Order No. 94 signed by President Ferdinand R. Marcos Jr., which establishes the Independent Commission for Infrastructure (ICI).

Romualdez described the move as a decisive step by the administration to address irregularities and restore public trust in government projects, particularly the controversial flood control programs.

“The people are dismayed, and it is their right to have these issues thoroughly investigated,” Romualdez said, stressing that justice not excuses must prevail. He emphasized the need for an independent, impartial, and exhaustive inquiry to ensure transparency and accountability.

The Speaker also assured the House of Representatives’ full cooperation with the ICI’s investigation to guarantee that truth and accountability take precedence.

He further noted that should the Commission find lawmakers complicit in collusion with Department of Public Works and Highways (DPWH) officials in alleged anomalies, the Lower Chamber would not serve as a sanctuary for corruption.

“What is important here is accountability. Those who must be held responsible should face the consequences. Above all, public trust in government must remain intact. The issue here is transparency and accountability,” Romualdez stressed.

He also clarified that the initiative is not about casting blame but about ensuring due process, protecting the innocent, and holding the guilty to account.
