MANILA — Batangas Representative Leandro Legarda Leviste may face an ethics complaint over allegations that he forcibly obtained government documents known as the “Cabral files,” according to House Committee on Public Accounts Chair Terry Ridon.

Ridon said the issue surfaced after a TV report citing staff of the late DPWH Undersecretary Catalina Cabral, who claimed the documents were taken without proper consent. He stressed that Leviste must clearly explain how the files were acquired, copied, kept, and distributed.

The lawmaker also questioned whether DPWH Secretary Vince Dizon authorized Leviste to obtain the documents, noting that Dizon has denied granting such permission. Ridon warned that obtaining official records without authority crosses a “red line” and undermines institutional integrity.

“Congress has a responsibility to protect the rule of law, the integrity of its processes, and public trust,” Ridon said, adding that evidence obtained through questionable means should not be tolerated.
