DTI Launches Probe into PCAB, Vows to Recommend Actions to the President

The Department of Trade and Industry (DTI) has ordered a full investigation into the Philippine Contractors Accreditation Board (PCAB) amid mounting allegations of irregularities in its accreditation process.

DTI Secretary Ma. Cristina A. Roque, who also chairs the Construction Industry Authority of the Philippines (CIAP), said the inquiry aims to restore integrity, accountability, and public trust in the government’s system of accrediting contractors.

The probe comes after reports of possible conflicts of interest, questionable accreditation practices, and alleged abuses of authority within the PCAB. According to Secretary Roque, the DTI will review the performance and conduct of PCAB officials and board members, and if necessary, recommend their removal to the President.

“This investigation is about ensuring transparency and accountability,” Roque stressed. “We will conduct the process fairly and without fear or favor. Anyone proven to have engaged in irregularities or compromised the public interest will be held responsible."

The PCAB plays a crucial role in the country’s construction industry, regulating and accrediting contractors to make sure projects comply with both legal and quality standards. The DTI underscored that the investigation is part of its broader mandate to safeguard stakeholders, protect consumers, and uphold good governance in public service.

As part of the initiative, the DTI has formed a Fact-Finding Team to lead the investigation. The team is tasked to coordinate with relevant government agencies,
