DPWH Undertakes Emergency Repairs on Damaged River Control in Kumalarang, Zamboanga del Sur

The Department of Public Works and Highways (DPWH) Zamboanga del Sur 2nd District Engineering Office has undertaken emergency repairs on a damaged portion of a river control structure in Barangay Boyugan East, following massive flooding that struck the municipality in May 2025.

According to the National Disaster Risk Reduction and Management Council (NDRRMC), the town was among the hardest hit by flash floods triggered by heavy rains from the Intertropical Convergence Zone (ITCZ) on May 17. The downpour caused the Secade and Kumalarang Rivers to overflow, overwhelming existing flood protection structures and forcing the local government to declare a state of emergency.

District Engineer officials confirmed that the damaged river control structure is still under warranty. The contractor was immediately directed to undertake emergency rehabilitation at no cost to the government.

“The river control structure is still under the construction warranty period when it was damaged; hence, it will be repaired at no cost to the government,” the District Engineer said in an official statement.

The DPWH emphasized its commitment to ensuring public safety, particularly in flood-prone areas, and assured residents that the rehabilitation works would strengthen disaster resilience in the municipality.

As of this week, repairs are substantially completed, with the rehabilitated structure expected to once again provide vital protection for communities against future flooding incidents.
