DPWH FILES CHARGES AGAINST TWO CONTRACTORS OVER BID RIGGING AND MANIPULATION

Public Works Secretary Vince Dizon has filed formal charges with the Philippine Competition Commission (PCC) against two construction firms accused of bid rigging and bid manipulation in government flood control projects.

The firms, St. Timothy Construction Corporation and Silverwolves Construction Corporation, were allegedly involved in ghost and substandard flood control projects in Culaman, Jose Abad Santos, Davao Occidental, and Bauang, La Union.

Secretary Dizon reaffirmed the agency’s commitment to accountability, stressing that the DPWH will pursue all legal actions to recover public funds and punish those responsible, following the directive of President Ferdinand Marcos Jr. to ensure transparency and integrity in public works.

A total of 15 contracts have been referred to the PCC, with potential fines reaching ₱3.13 billion under Section 14, Chapter III of the Philippine Competition Act if the parties are proven guilty.
