Public Works Secretary Vince Dizon expressed dismay over a substandard and defective flood control project in Barangay Tagumpay, Naujan, Oriental Mindoro, which was found to be already damaged less than a year after completion.

During an inspection on Tuesday, Dizon discovered that the flood control structure had a depth of only three meters, far below the 12 meters indicated in the original plan. He immediately ordered the suspension of construction and summoned the former regional director involved to explain.

Dizon assured the public that all those responsible will be held accountable in line with the directive of President Ferdinand Marcos Jr.

Oriental Mindoro Governor Bonz Dolor also revealed that the project, which should have gone through a single bidding process, was improperly divided into seven separate contracts.

The contractors involved include St. Timothy Construction Corp., Elite General Contractor and Development Corp., and Sunwest Construction and Development Corp.

Dizon described the irregularities as a “blatant violation,” stressing that the substandard project fails to serve its primary purpose of protecting residents from flooding.
