Cezarah Discaya, one of the country’s major contractors, has admitted owning nine companies that participate in various government projects, including flood control initiatives.

During a hearing of the Senate Blue Ribbon Committee, Discaya disclosed that her holdings include St. Gerard, St. Timothy Construction Corporation, Alpha and Omega General Contractor and Development Corporation, Elite General Contractor and Development Corporation, St. Matthew, Great Pacific Builders, YPR General Contractor, Amethyst Horizon Builders, and Waymaker OPC.

Discaya revealed that in 2022 alone, Alpha and Omega secured 71 contracts for flood control projects, while St. Timothy Construction Corporation obtained 145 projects since 2022.

She noted that her family has been in the construction industry for over 23 years, but only began engaging in DPWH flood control projects in 2016.

Discaya’s admission raises further questions about the extent of private sector participation in public projects and the transparency of government contracting.
