Misamis Oriental — Former Misamis Oriental Provincial Legal Officer Atty. Neil Pacana on Wednesday dismissed the significance of documents linked to the previous administration of former Governor Peter Unabia, describing them as "valueless papers" dating back 10 to 20 years.

Pacana clarified that the documents, which reportedly originated from the Human Resources Department, included outdated files such as Notices of Salary Adjustment (NOSA) from as far back as 2021 and 2025. He emphasized that these were merely excess or duplicate copies that had already been digitized for record-keeping purposes.

This statement follows the discovery of buried documents inside the compound of the Misamis Oriental Provincial Jail in Initao town on Tuesday evening. According to current Provincial Legal Officer Atty. Angel Lim, the documents were found roughly 10 to 12 feet underground. Authorities suspect they were buried just two days prior to the discovery.

The recovered documents are reportedly linked to the operations and financial transactions of the past provincial administration.

As of press time, former Governor Peter Unabia has not issued any official statement regarding the incident.

Authorities have yet to determine the motive behind the burial of the documents and whether administrative or criminal liabilities may arise from the act. The investigation remains ongoing.
